A way for Starfire to escape the Phantom Zone can be found in Sub-Zero's arcade ending, where he opens the Phantom Zone, releasing everyone in there (starfire included). Even if Sub-Zero's ending isn't canon, the Phantom Zone being opened could be a part of Injustice 3.

Superman wasn't _temporarily_ depowered before being sent into the phantom zone. Those lights are gold kryptonite, which will _permanently_ depower him. Though I'm sure Netherrealm will come up with a way for him to regain his powers for Injustice 3 (which based on Doctor Fate's foreshadowing is most likely on the way).

I could still see the Superman ending getting a sequel. With Regime in power once again, the remaining heroes are even more desperate to defeat Superman than they were in Injustice 1, even going as far as resorting to working with other Villians in order to maintain their freedom. They also want to find a way to undo the mind control, in order to free Batman and everyone else Superman's controlling. There's also opportunities to see things like Hal Jordan turning to the Red Lanterns because he was enraged by his failure to stop Superman, and Barry wanting to change the timeline to prevent Superman from turning evil.

Well, here is a theory based on character ladder ending and similar DLC pack release. Starfire could very well have been released when Batman unwittingly opened the phantom zone in an attempt to help SubZero find a way back to his Earthrealm. Again, that is based on the fact that both he and Starfire are released in the same DLC and that in SubZero's ending the phantom zone is accidentally opened up, thus letting out a plethora of individuals, perhaps Starfire included. This would however go some length to validate the joint continuity of the events of DC vs MK, which is hinted at in the dialogues of a few characters between SubZero. Regardless, that is an idea.

If you look closely, when Superman has trapped the rest of the titans in the phantom zone. Looking closely you see Starfire in the middle. Wonder girl, and Superboy In Wonder Girl's arms. There is a fourth figure we see though. On the very left standing next to Starfire is Firestorm. (You can tell it's Firestorm because of the Firestorm matrix on his chest) Starfire was released as DLC. Firestorm however is one of the main, non DLC characters in the game. Which leads us to believe that after the events of the first game, Batman started to experiment with the Phantom Zone projector to rescue his comrades. This process could of easily been expedited since earth one Superman was there to assist in the defeat of Superman. Which leads us to come to the final conclusion that Batman was able to rescue the Titans from the Phantom Zone. Either using help from earth one Superman or on his own. Which explains the appearance of Firestorm in injustice 2 and why Starfire is a DLC character.
