The main point of using the Sharingan to copy jutsus isn't so that you have 1 more jutsu to use later. It's to anticipate the jutsu that your opponent is gonna use, and beat them to the punch with their own jutsu. Of course, this requires you to be faster than your opponent at weaving hand signs, which is something that simply takes practice.

He's almost like kid Kakashi . Plus his photographic memory helps him memorize terrain and plan attacks for later , something neither of dojustu in the whole shinobi series has shown. He's also got good deduction skills , skills of anbu (just like Kakashi) and mind transfer resist.

A key detail, when Houki used his earth style, Iwabe commented and was surprised by the sheer volume Houki put out. It's impressive because Iwabe's considered the best earth style user, also being 2 years above the rest. However, Houki's second use of earth style broke a lot easier, which implies that he used the majority of his chakra for the first jutsu, especially since he only relied on Kunais and memory from then on.

What he is tying to say is that this child’s ability to memorize his environment and other things allows him to keep up with someone who can predict and mimic every move he makes before he makes it. Genjutsu is not working on this kid that’s a fact waiting to be proven and he out thinks Sarada 100%. What could this kid possibly memorize for him to take the advantage over his opponent besides the battlefield?? The way I see it, his memory only benefits him when he has time to study everything his opponent can do. Mitsuki pointed this out before the battle started by directly asking Houki if he was planning on studying his opponent when Houki asked if the proctors were going to tell him who he would be fighting.

Still, he just has normal eyes. The Sharingan has exceptional kinetic perception, but there are limits to what Houki can perceive. That's why he's memorizing stationary terrain rather than copying handsigns and taijutsu. And no way he could instantly mirror his opponent's moves like with a three-tomoe.

Sharingan is way more than just copying, though. It perceives motion and can even predict motion before it happens, it can track high speed movement, and sees in incredible detail. Even if Houki can perfectly recall everything he sees, he just has normal eyes. If motions are too fast, it will just be a blur to him.

Right at the beginning he should've followed up the sealing centipedes with mind transfer to confirm the hit and his victory. Inojin needs to stop treating his mind transfer and ninja art as separate fighting styles and instead combine them and use them in tandem with one another. Another strategy (if inojin knows any earth style, not sure if he does but I'f he did this would be a good idea) put up some small mud walls and paint them to look like different areas fooling Hokis photographic memory and possibly making him run into one so basically creating optical illusion of sorts.

Inojin has a big arsenal to rely on but he never does. He knew kenjustu, sensory, and one of the strongest sealing justu in the series. Also medical nin to heal himself. I feel like he uses his dad's justu too much then used his mothers as a last ditch effort. Which is why he loses his battles.

When he fought Inojin, he remains calm and tactical because he knew Inojin's skillset and knowing how lethal his Yamanaka jutsu is. Inojin on the other hand at the very first seconds of their fight, throw stuff that literally just distracts opponents. Which gave Houki the hint of it, thus him summoning his Earth Domain like Jutsu, to distract Inojin on a large-scale.
