Jervis is probably the most messed up villain in Batman's Rouges Gallery. Batman also thinks so considering his "Go to Hell Jervis" comment in Arkham City. He hasn't said anything like that to any of his other villains so you know Batman hates him on a different level.

I think it’s a mistake. I played the game recently and found a lot of glitches or mistakes. There was a dead guy near the beginning of the game who didn’t have a skeleton but also just didn’t appear on detective mode at all.

Personally I think they did a good job considering they had a rather strict deadline

I really love Arkham Mad Hatter, the perfect blend of insane creepy person, and disillusioned hypnotist, to where I actually like him more than the animated series one, funny though how recently when I played it I didn’t notice the lack of skeleton, nor the disturbing implications of what he did to the girl, I just though he killed her parents or friend.
