Of course the Journalist refused to leave the very public speech by the Governor. At that point, the building was being used for a very public governmental event that was extremely important to the citizenry (i.e., the train derailment and toxic release). The building superintendent telling the journalist -- who was doing his normal job in a normal way -- to leave was irrelevant considering what the building was being used for at the time.
