My record with Kongo was a tourism win at turn 43. Spawned near Kandy, found a relic in a village, and played with Heroes and Legend to get relics from there too. Good game ahahah

You probably didn't have room for another relic there at the start after you got the 1st one. The mod likely just defaulted down the possibility list to something else until you had more GW slots.

Kongo gets 5 relic slots in the palace as soon as they settle their capital, so that doesn't seem to be it.
