Under the Americans with Disability Act, eBikes are considered an "OPMD", (Other Person's Mobility Device) and allowed on all trails in which a traditional bicycle is allowed. So he's not even breaking a rule. Also don't act like a piece of shit.

I once got stopped with my friend and he had a road legal aftermarket exhaust and it took the cop kept saying "just because it's legal, does't mean it's legal on your bike" for around 20 mins instead of straight up telling him that tha registration card didn't allow any aftermarket exhaust, in the end the cop was right (I knew it from the start but it was too funny) but he let us go anyway because even the other cop noticed his partner had difficulties

Little did they know, they ride so I'm pretty confident in saying they know how to identify radio antennas on a blacked out explorer or whatever the cops are in. In the 90s when I started riding(legally riding with a license and insurance), I could identify 90% of the cars trucks/suvs on the road by the size, shape, distance between headlights and the position of their fog/parking lights, height of the vehicle and tire width(back then 16' and bigger rims were just becoming common to the road and affordable)
