Electric ones should be alright, since they're just a bigger oven :)

They can be! You want to ensure that they're placed on a heat resistant surface like tile, and that the space is well-ventilated since some glazes can produce toxic fumes. Proper ventilation can be achieved actively through installing the ventilation system that kilns come with, or passively by essentially just opening up the windows you placed your kiln near and leaving the room while firing (ensuring also that the door creates a good seal to avoid fumes leaking through the cracks and spreading into the main apartment).
