My simplified version: Cannot be Normal or Special Summoned if you control a monster. Both players cannot activate monster effects unless there is a face-up Ritual, Fusion, Synchro, XYZ, Pendulum or Link monster on the field. Each player can only activate monster effects per turn up to the number of each said monster card types currently on the field. (Negated effects are counted) Inherent Special Summon and Continuous effects are not affected.. EXAMPLE OF COUNTING (based on my understanding) These scenarios happened in one turn by order: a. Has 5 Effect Monsters = no activation b. 1 Ritual and 4 Effect monsters = can activate 1 c. 1 Link and 3 Effect monsters = can activate 1 if not used in (b) scenario d. 1 Link and 1 Synchro = can activate 2 if monster effects have not been used in (b) and (c) scenarios e. Activated 2 monster effects in (d) scenario but all monsters destroyed, was able to summon Ritual and Fusion afterwards = no activation because you already used 2 effects that turn, unless you're able to summon another monster card type (other than Ritual and Fusion)

Excuse me, I am a beginner and still do not get it. 1- If I play first and summon IB then my opponent summon synchro and effect monster, can my opponent activate their effect or one of them? 2- If I summon synchro and xyz while I have IB, can activate any of their effect? 3- If IB on field and my opponent play Pendulum on Trap/Spell zone, does it count? 4- How can I count? I know I may be slowly understanding but please could you clarify these ?

@@comediagk10 These are all based on my understanding 1. Monsters on the field: Synchro & Effect = Can only activate 1 monster effect (field, hand, GY, banished or deck) on that turn 2. Monsters on the field: Synchro & XYZ = Can only activate 2 monster effects on that turn 3. I'm afraid not since they act as Spell/Trap 4. These scenarios happened in one turn by order: a. Has 5 Effect Monsters = no activation b. 1 Link and 4 Effect monsters = can activate 1 c. 1 XYZ and 3 Effect monsters = can activate 1 if not used in (b) scenario d. 1 Link and 1 Synchro = can activate 2 if monster effects have not been used in (b) and (c) scenarios e. IB is on the field. I summon a pendulum, *get 1 effect Then I link summon, *won’t get an eff because only 1 type is on field. Then I summon another pendulum monster, *get 1 effect only. Even though I have a link and a pendulum I’ve already used 1 effect. Then I summon a synchro and now have a pendulum, link, and synchro. *get 1 effect because I’ve already used an effect for a pendulum and a link. Soul charge with IB on board already. If I soul charge a link, pendulum and synchro I will be allowed to activate 3 monster effects. If I then monster reborn a ritual, I will be allowed 4 monster effects. But, if I already used my 3 effects befor I summoned the ritual, will I then only be allowed 1 effects for the ritual?

Ib, you've used 0/1 you can use an effect Summon a Pend with ib 0/2 you can use two effects Act ef 1/2 you can use 1 more effect use both to link, 1/1, you cannot use any effects and so on, the totals always change, denominator is whats on field, numerator is how many have been used, cant use if the numerator is equal to or greater than the numerator. hopefully this helps.

That's not correct. If their is 1 type of listed monster, and no effects have been activated, you can activate 1 effect because the number of effects activated while boarder was face up is less than the number of types of monsters listed in him that are currently on the field. 0 effects to 1 type.

I have a question, if i have 2 darklord monsters on the field and both of them activate the effect to copy a card in the grave targeting the same card, what happens?

Both monsters will resolve the same effect and the card will be shuffled back on the one that activated later cause of chain rules.

Im actually mistaken on this one, because of the wording of the darklords, they say apply that targets effect, so once the card is shuffled back the target is checked for what it is, and since there isn't one it would resolve without effect.

But are mandatory effects counted towards the activation limit? as far as I know a mandatory effect (say add spell counters to mythical beast jackal king) are still technically activated. if I have both inspector boarder on field and a mythical beast jackal king. then activate 2 spells, will jackal gain 4 spell counters or only 2?

Mandatory effects do count although adding adding spell counters is typically a continuous effect that doesn't activate, there is no colon on the card indicating it activates.

If a synch is on field while IB is on field, you can both activate 1 effect, if you have a synch and xyz you can both use 2. Pend spells are not monsters. Count the types of monsters on the field at the moment. Effects that are activated are counted while it's on field and are counted whether or not the count of types changes.

The way this card's text is written is extremely misleading though. Like, it makes it seem like you can actually activate as many effects as there are summon types on the field + 1 because it says it's for monster effects PREVIOUSLY activated.

It sounds like you understand it. Before kuriboh max effects allowed is 0. Once kuriboh hits the field. Max effects is 1.

Have you read inspector boarder? It cannot be summoned If you control a monster, attempting to summon it by activating down beat while it is the only legal target in your deck for down beat on Cyber Dragon is illegal because you currently control cyber dragon which is a monster. If there was another target in deck then you can legally activate the card. Then you control no monster so you can now summon boarder. I've just said the same thing to you 3 times if you want to clarify your reasoning why you can please add more to your response then you are wrong, otherwise we're are just repeating our selves forever.

Chief.. I don't know if it's a bug, but i was testing Inspector Boarder with Accsesscode Talker, just because if was wondering. Of course Inspector Boarder was summoned after i set him in the last Round. So to clarify i had 2 Monsters (Inspector and Accsesscode Talker) And "Master Duel" (Game) still let me use Accesscode Talker's Effect, HOW EVER i was just able to destroy 1 Card from the CPU. And the CPU didn't have any Monsters on the side of the Field, just to let you know. He had some Cards placed on the Trap/Spell Field. I just thought i can ask (annoy) you again, since this video is about Inspector Boarder...
