I have a disc of MK8 for WiiU that has like 3 minor scratches, and doesn’t even boot, meanwhile the disc of Despicable Me The Game (yes, that is a real game) for Wii is scratched everywhere and still works fine

Discs have tiny grooves that represent each file in the disc, prolly a important file got corrupted by the scratch,​@@KingPringles12

@@rip_deadd And higher. You'd need to patch some stuff if you were running it on real hardware, like for the memory manager thingy. But VMware (and VirtualBox, maybe) will run Win98 fine.
