The reason Windows 98 didn’t work is because Windows 98 can only read partitions up to like 128 gigs the 400 gb Drive in there probably made it freak out, if you wanted to get it working with 98, you would have to create just a fat 32 partition before hand that is under that 128 GB limit before installing 98
