If a vehicle is directly behind a turning vehicle (within somewhat close proximity) then it is reasonable to assume that that vehicle would have to slow down so as not to rear end said turning vehicle. Thereby allowing the cammer to have time to make his turn. However, what may be the case here, is that the police vehicle that was behind the turning vehicle may not have been that close behind. There may enough space between him and the turning vehicle that the police vehicle may not have needed to slow down much at all if the turning vehicle had cleared his turn in time. In which case the cammer did not have enough time, (from a dead stop turn and accelerate), to pull out without cutting off the police vehicle that was behind the turning vehicle.

Hopefully this helps with that, I had never seen one until about 3 years ago. I honestly thought some punks were out joyriding in a police cruiser but I just followed what the other drivers did & slowed down. Later I was able to ask a local what it was & then why, seeing as traffic wasn't that bad. They will do this if there is an accident miles up ahead (load up vehicles & safely clean up any debris) as well as if traffic is too congested up ahead. Start slowing down back traffic so it gives traffic ahead time to get uncongested & avoid an even worse issue.

@@vixxxenfoxxx3660 Good example. Motorists and passengers who've just been in collisions often lose their judgement and exit their vehicles and wander around the travel lines on a freeway/interstate, looking at the damage and comparing notes with others, and often forget to realize that other steel and glass structures are behind them, barrelling down the highway at 60-80 mph no realizing that there is an accident scene up ahead. So traffic breaks also help prevent the stunned citizens from getting struck.
