Well we don't know that. They will eat their own cubs if food is scarce. Sometimes just the fact their scent changed slightly makes him think they aren't his when they are. The lioness is just better safe than sorry. Thats if there was even cubs. He very well could have just annoyed her and there is no cubs

The rule is there for a reason. It's meant to prevent people from taking guesses on when the start gun is shot, since sub 100ms reaction time is simply not possible. If you have a sub 100ms reaction time, you decided to start early and hope they pull the trigger at the same time instead of waiting to hear the shot and then starting. By doing this you also reduce the amount of false starts which are really taxing for the runners.
