Dumbest rules need to change in the swimming event. So what he crossed over his lap was clearly over and the guy next to him that he went into was done so it shouldn't have made any difference as it was no interference to anyone. Who cares if not everyone completed race if they were many lanes away it had no effect on their time. So dumb. Whoever came up with that rule has no brains and no common sense.
