is this voltage and oxidation issue only occur on 13 th and 14th gen desktop processor, or it happens on the mobile one as well?

There are recent videos that show the same issue happening on mobile cpus. This is suspicious because they aren't running close to the voltage of desktop cpus but still have the same problem
