Coming to your query, Yes the EL NINO has considerable impact on the ITCZ as it shifts towards the south (due to weakening of the Low Pressure) leading to droughts in India during El Nino. La Nina is the re-strengthening of the original conditions after El Nino & hence, the ITCZ would shift back to it's original position over North India. Hope that helped. Keep learning.
