No, it shouldn't. Haven't you heard of Data Protection laws? Permission would have to be obtained from EVERY SINGLE person appearing in the CCTV footage - including the police officers. If a single person objected, it would tie up releasing the footage for months. Generally it's the people least interested in other peoples' privacy who are most insistent about protecting their own privacy

They may be able to withhold the footage if it would compromise a criminial investigation, but given they released one part of the video, then they have already compromised it. It was the mainstream media who decided to cut out the first part and only show the part with the police kicking the criminals, and I noteiced the BBC still only showing that side of the video.

Why are the police holding a criminal investigation as to where the CCTV footage sent to the newspaper came from? What is the possible offence? What is their motive? I'm ex BBC World Service and there are very clear guidelines for not only UK Press, but International sources to be embargoed or retained, sealed under protection of Public Interest. The Press are not under ANY obligation to release any footage to any UK Police Force whatsoever. This would require a High Court Judgement and be argued, it was in either direct threat to life or a threat to public interest, in the latter, that would need to be proven before demand could be obtained. Well, it's likely the video evidence is going to be brought up at any trial which results. This will show the two sides of the argument, clear evidence of violence from both parties, both from the police making the arrest and also from those resisting arrest. I'm confused are they going after the first piece of footage leaked which was distorted and made the police look as though they were being over zealous or footage that showed the whole incident? If it's the first then either the person who leaked the footage or the paper itself tried to paint a very different story to what actually happened. Free speech must be protected I agree. Its protocol, which the IOPC also has to follow - afterall, they would be first up to criticise the police if they didn’t do it!
