what about ICF construction - city inspection prior to stucco application didn't say anything about weed screed when the chicken wire was exposed and visible --- switch inspectors and final CO time and he said he needs to see it - who is correct - ICF is essentially a solid concrete wall - original inspector said it wasn't required --- anybody a little help please - perhaps a code number. thanks

That's a great question. And I'm not so sure of the answer because 2021 IBC 1903.4 ICF describes the building materials which includes EPS, but 1407.4 provides an exception for EIFS with a drainage plane. Possibly the manufacturer's recommendations would be the authority for installation in this situation.
