Yeah I would love to know how they solved for Ay and Cy :

Using Section ADB, you can find Ay at the moment B = 0, and then find the Ay variable from doing that. Remember that forces applied at a point like A or B are obsolete when finding the moment at that particular point. So when finding the moment at B, you do not factor in the force By because, the distance that it is away from point B is zero.

This is very confusing. I tried to find By using CEB, but that doesn't give you the correct By. Is there a specific order you have to work this problem out in? And if so, why is that?

The direction you assume the force to be in does not matter. You write it up like that to show that there is a force that exists there to begin with. After working through your Equations of Equilibrium, the forces' directions will correct themselves.
