Some historical context would have been good. First, how about the fact that these rich countries, once colonizers, made tremendous wealth from the exploitation and plunder of their colonies for the purpose of building their empires. Therefore leaving a large gap between the developed and the developing countries. Once the colonizers have exploited the colonies and their resources are no longer profitable, they give the colonies their independence but all is simply an excuse for the colonizers to relinquish their responsibility to sustain the colony. Given the fact that the developing countries do have the wherewithal to propel development (because they were robbed blind) then their former colonizers offer to 'help' them with loans from the money which they gained from exploiting the colonies. But the economic doctors, IMF and WB, prescribed interest rates so high that the developed countries end up even sicker aka...dig deeper in debt. Sounds like re-colonization to me. And don't get me started on the WTO..
