Il gioco presenta delle caratteristiche simili al suo predecessore per SNES, International Superstar Soccer Deluxe, ma migliorato con animazioni 3D e un gameplay più fluido e rapido.
Ci sono sei modalità di gioco, tra le quali la partita singola; la "World League", un torneo in modalità round-robin; l'"International Cup", un torneo che simula il tabellone di un vero mondiale di calcio; la modalità scenario, nel quale l'obiettivo è ottenere la vittoria disputando l'ultimo spezzone di alcune partite; i calci di rigore e l'allenamento libero.

I remember those weekends with a couple of friends. We have played this for hours, made tournaments, had fun. And back then it was already possible to really setup tactics etc quite to your liking. The penalty shootout was so intuitive back then, I really liked it. If I play a FIFA or PES today I don't even want to have a penalty, it's so dull!

Ci giocavo l'estate del 2002 in contemporanea coi mondiali di Corea e Giappone, avevo 10 anni e l'avevo comprato usato, che ricordi. Oltretutto solo ora mi sono accorto che il gioco è addirittura del 1997, cinque anni prima. E pensare che all'epoca, la grafica mi piaceva pure. Quanto sono cambiati i tempi. This game was most fun when you were playing with a friend and I used to laugh hysterically when you won the match while your friend was shooting and the ball was on it's way into the goal and the time would run out while the ball was still flying in the air.
