Yes, the loopholes in the laws need to be changed at all levels. However, parents have the highest level of responsibility in caring for and protecting their children. Ruby AND Kevin failed their children, equally. The police and DCFS checked on the children more than their own father and I don’t believe his excuses as to why he stayed away. I agree with him. Authorities dropped the ball many many times simply because the family lived in a nice home and had a nice image. He however has no excuse for ignoring dcfs calls. He's just as bad as the agencies that failed. He is their FATHER.... HE FAILED THEM.
