State of Pennsylvania, these would not be legal in special regulation fly fishing trout waters. The state defines a “fly” allowing a combination of artificial and natural material, but not 100% artificial material construction. State uses the rule to minimize hardware throwers on their prime trout water. Should be OK on put and take waters in the state.

@@myrlstone8904 I was actually thinking of subbing out the tail for some hackle. Missouri's definition of a fly varies by conservation agent so it's always good to be on the safe side ha.

All flies are lures by definition! But not all lures are flies! So by definition, if you can cast it on a fly rod, it's a FLY¡
