“For real this time”, people keep on misunderstanding this part but Tsukishima’s brother WAS in the team. But remember that at this point Karasuno was a powerhouse school, so A LOT of high schoolers tried to enter the team. The thing is a team cannot have 50 players for a game, so the number of players allowed as substitute is restricted. Thus, Tsuki’s bother was so low in the hierarchy that He didn’t even have a spot on the bench. But He still WAS part of the team.
