Those are vocal cries and they're common in music generally, both intentionally and unintentionally. The style of vocal cry in this song is essentially a standard in the Idol genre of music, which is typically upbeat and overflowing with positivity and cuteness. Look at the Ochame Kinou covers by Hololive talents for good examples.

I gotta say, I love this. I played Earthbound a ton as a kid. From beginning to end it felt like something that could happen to me and my friends. An adventure, small at first but growing. Now I'm an adult. Married and much older now. Yet my wife and I enjoy watching hololivers. I was shocked to see this video. It brought back some fun memories and a laugh or two.
