7:00 even with a limiting resistor, 12v is way too much to test leds. They may burn at 6v reverse.

On the contrary, if the A/C source of voltage has not any phase grounded or neutral you can touch one cable and will give you no shock .

Всё просто. Если у вас зарядка для телефона то на выходе должно быть 5 вольт. Если для чего то другого - внимательно почитайте надпись на самом зарядном устройстве.
