Why would you need to move the ball valves because they would still be under vacuum and pressure . You just need to add some spring pressure on the actual jack itself to keep it under load the whole time .. the first chance of no load it would get would unseat the valves and allow pressures to equalize.. since the balls are retained by the little washer or clip theyre not going to fall out and with spring pressure it should create enough force to seat the balls.. right?

And if the ball valve came un seated in the lever side when you pump it this would still pump and seat that ball long enough to push that fluid into the cylinder unseating the other valve then spring tension would force it back down..

There no vacuum or pressure to start just gravity. In order to achieve either, the check balls have to be in the closed position. A spring would work but there is no physical room for a spring.

During my "adventure", I found that the check ball valves would remain open, pressure would only be exerted when you pushed on the lever, when you released the lever, the pressure released. The valves were not operating as they should. The check balls need the pressure to close them during normal operation. If you don't move them, the pressure forces them open.

If at all possible wouldnt it be better to put a tube from the vent hole to the now inverted bottom where the air would be therefore avoiding to collect continuously oil between the seals? If the outside seal is realy a simple dust seal eventually oil would escape. But if you prevent oil from collecting between these seals you would probably have less leaking.
