What if a Nomad earns money only outside India that means Indian income is less than 15 lakhs, will he be an NRI or R-NOR? What if a Nomad stays in India more than 182 days a year?

May be, if you haven't left India for Business or Employment..

No you will be non resident as you not be in India for 60 days. So you will be non resident from 2nd year

My daughter was married in Dec 2016 . Since then she is in USA. She has been filing IT Return jointly with her husband in USA Since then. Does she has to file IT Return in India too?.

If she have no income in India, then no need to file ITR in India.
