Regarding adding drivers license to Apple Wallet, the rollout could depend on State’s authorization of the technology. In Tennessee, legislation was introduced to allow this, but did not make it out of committee. I surmise other States must authorize this as well.

it’s a RAM and CPU issue, Apple intelligence uses a lot of computing power which the 15 pro and max can only provide, may change in the future tho

It's only available on the iPhone 15 Pro and Pro Max because they're the only ones with a powerful enough chip to handle Apple Intelligence, and the whole point of the update is to add that, so there's no point letting other iPhones download it
