iPhone 6s iOS 11 SERIOUS (Bug) in final release

I tried to turn off Bluetooth like I normally did on iOS 10 and it turned off. But in iOS 11 it just disconnects but doesn’t turn off and you have to open settings to do so. Same is the case with wifi too. Am I doing something wrong or it is actually a bug?
