well i have a problem that has happened twice but idk how i fixed it the first time my screen going completely blurry the only thing i can do is take a screenshot it wont let me restart or open apps because i cant even see the apps all i can see is an outline of my background blurred.

I just went on display & brightness and I got on the light background theme and then black background theme and it went away. Hope that helps anyone:,). Your v welcome, thank you for the likes

the lockscreen gets blurry yet the assive touch only worked for the locked option. can't even show for passcode require. while my power button is also broken. i'm super confused

Have you done a hard restart of the phone? Depending on what phone model you have there are 3 different ways do to that. Check KZbin "How to do hard restart" should help you.

According to what you say several times is how to prevent the LOCK screen blurry, but what you are showing is how to prevent the HOME screen from being blurry, not the LOCK sceen.
