No foreigner is ever a citizen of Africa. The whites in South Africa and Arabs were never from Africa. Hence, you see the divide since Europe and Arabs joined to destroy and take African slaves, land and goods. Similarly in the same China is doing the same while escaping over crowding and unnecessary challenges. How ever, Africans don't need new Immigrants when you apply the Chinese immigration laws to match the National defense interests. Whites in South Africa and other parts of the World live in a stolen land but one must not claim to be an owner. All Black African Descent in European nations, in Asia and Middle East must reunite and see that Africans don't need this rapid Development that will benefit Foreigners as Sri Lanka is toast and debt trap

They return because the Chinese will NEVER give them jobs to do in China. Chinese will NEVER give African jobs; trust me. Even in the US, when a Chinese is a boss, he/she will NEVER employ an African. They employ their own. African students who study in the West get equal opportunities to work in various companies. These African are helping build Africa in various ways.... You have NEVER experienced how racist Chinese are.

Hahahahahaha. I'm Eritrean and have witnessed the conduct of the Chinese people coming to my homeland over the course of many years. They are very cordial and respectful. Are there the occasional bad eggs? Of course, as there are amongst all people...but to paint the relationship in such a conspicuously and transparently negative way is just disingenuous. Yes, the Chinese are not doing business in Africa or the Global South (or Europe for that matter) out of the goodness of their hearts. Business, after all, is essentially about opportunism, regardless of what scale it's on - whether a roadside lemonade stand or state capitalism...BUT, they're better partners for Africa than the West has been.

We should be 100% self-sufficient in all matters of life. We have EVERYTHING we need to produce whatever a human being might need during a lifetime, so there's no excuse that we're not producing Airplanes, large Ships etc.. If we don't focus on being self-reliant, we'll forever be stuck in a place of being a consumer instead of being PRODUCERS (of FINISHED products I might add) .

2021: Was just watching an African lady train driver and her training and I am hoping to live to the day I see HSR criss-crossing the whole continent. It is truly a beginning of a new age for both Asia and Africa if the west dies not sabotage it.

China doesn't deal with Africa with this patronizing attitude ("oh you poor things - let us give you billions in aid"). China treats Africa as equals in a free market sense - this is what we can do for you, what can you do for us? This forces Africans to decide how they want to chart their destinies. Ultimately, this is better for Africa, because it allows them to decide what they want.

Next time make it a point not to elect corrupt leaders, okay? China knows this that is why they put all the loans as -infrastructure-related. You tak a loan for a port, you get a port. You want a loan for a hydroelectric dam, you get a dam. That leaves much less chance for your corrupt leaders to get hold of the money and run away with it.

It was a knock-off but it worked. The chinese are building their market, first they sold cheap products and now that the middle class are growing, they can sell more and more expensive products, but in the meantime they are building their brands and growing their market.

As an ethnic Chinese, I did African study since I was 15, with the help of US news organizations. I recommend you google Prof. Deborah Brautigam to get a balanced view. Also, go back to read all African economic development books before 2003 in the west, those books disappeared, the books are too embarrassing for western scholars to create their current alternative reality. I recommend all African youth to read them, so you have a sound knowledge instead of shouting bad words to vent frustrations. I like Howard and believe people like him play a useful role to keep China honest. But to depict Chinese as dominating control freaks are totally baseless. The only leverage China has on Africa are those loans, and China keeps on forgiving significant part of them. Even if China wants to rob Africa, the Africans and the US will not agree. Actually, China as a nation lost a lot money in Africa so far!

Surprisingly, there was no mention of the vast natural resources on the Continent of Africa which very likely influenced the decision of the Chinese as well. It's not frivolous, it's condescending. Africa is a huge continent composed of many nations. Why don't you have your "World Park" in Europe. Continental US? "World park" implies that it belongs to the world. African land belongs to Africans. The countries of Africa should have national parks the belongs to and is runned by said nations. Something said in the video is completely wrong for me: all construction companies are state enterprises? Paying an unskilled Chinese to work in Africa is nonsense: you have to pay twice as much as you pay them in China ... while unskilled African workers cost much less! i heard that, in the agreements it is provided that a certain number of chinese workers have the right to go to work in africa for a particular project! these are trade agreements, it is up to Africans to negotiate!

I am ashamed that we have institutions like IPI in America that don't even have the brains to hide our true motivation in this. What scares the US+EU most is Africa rising and remember how she was en-slaved and raped of resources in the past, and still being ripped-off by mineral contracts signed before Africa had choices now, with better infrastructures that previously were absent. (Remember, as businesses, you can demand a lower price for resources you extract when the infrastructures to transport and load them to the ports were absent.)

Very interesting discussion. One point of correction at about 1:05:00 - Ethiopia has a national Language that is NOT european as an African nation that resisted Colonisation successfully. Apart from this one gripe, I have to agree with almost everything he has to say on the subject. We are entering a new world with new players. The super ancient African empires (many of which have lost touch with their history through intentional destruction of their heritage during colonisation), will soon have a voice on the world stage. The 'China-Africa' relationship is simply a stepping stone that will last for as long as it is favourable to BOTH sides. Interesting times ahead...

Kong Wee Peh Thanks. Question: Did you watch this interview? Because these men have been to Africa. On a couple of occasions. This trend of the Chinese migration is everywhere. Even in the Caribbean. But the question that we should be asking is why do they do better, a lot better, than the people of the countries they migrate to? It seems that they are able to set up and maintain economic activities very fast. Instead of pointing fingers we need to put forth the effort to copy that. We can learn a lot from them.

Dwight Dunker Rather then learning from China, it is the west change their attitude toward non west. China don't intervene other goverment much. China want resource and money. Other want from China, is goods, technology .....etc That why Africa and middle east willing to work with China. Even Saudi welcome Xi warmly. China can transfer knowledge and technology as Saudi wanna lessen dependency on oil. Look British want investment from China and improve some of her country infrastructure, China want some core technology transfer. Fair deal.

Question: What do governments in Africa actually work on when a lot of the development is brought about by NGO's? It could be that I have the wrong view of Africa, but from where I'm standing it looks that way.

In my opinion a lot positive analysis is missing in this discussion regarding China relations with Africa. I hope is in the book. One thing to notice as well is that a lot of African students are in Chinese universities and are coming back in forming business partnernships with Chinese across the continent. Unlike those studied in west. Moreover, there is new race accross Africa, the intermarriage between Chinese and Africans is all over Africa - we are now have Afro-Chinese.

Let me add that my parents are Chinese and due to lack of opportunities in China and in fact serious problems (like the Irish) my parents left China in a cargo boat and ended in South Africa like many others in 1933. During the past 100 years millions of Chinese migrated to Asia for same reasons. For clarity of knowledge it is not an organized migration of Chinese to other Countries but an opportunity that Chinese are taking the challenge and therefore seem hap hazard. This is all over the world and not only in Africa. Probable you will find some Chinese in your town. They hopefully will give you no trouble which is the normal behavior of overseas Chinese. If I told you that most aid to Africa from China was for humanitarian and education development, while aid from US/EU is for infrastructure to better exploit resources, would you be surprised? Is it in the Africans, their livelihood, safety or existentialism, are these so-called intellectuals interested, or they are concerned about the competition of the Chinese with their holds of power on Africa? Every day, young men, children and women are getting killed in several thousands in Nigeria by a particular tribe on a mission of ethnic cleansing, and these hypocrites are not talking about that. We must separate hardware and software when we talk about China’s investments in African countries. Just imagine you get an American company to build a hospital. Do you expect the American company to train your doctors and nurses as they construct the hospital? Unless you’re talking about setting a factory to produce American cars. Here you can expect technology transfer and training of local workers but not in infrastructure projects where costs and time for completion are part of the contract. The solution is to get China to help set up technical schools to train local skilled workers for maintenance and service. This could be part of the infrastructural project but the use of local labor component would depend on whether these workers are available or not. Often the smooth running of an infrastructure project depends on how the workers work together not dissimilar to what you see in a hospital operation theater.

Yeah, the africans should have insisted on technology transfer and training of management and maintenance be put in the contract. If there was no technology transfer or training done, that was the fault of the african country. And that is what is happening right now actually. The hydroelectric dams, rails, etc. have people go to China for education and training in preparation for the infrastructures being built.

we have to get used to American sour and bitterness. Integrity disappears when a country's economy is bad. You can't ask a developing country to have the same thing as a developed country, just as you can't ask people to skip industrialization and jump straight to democracy. You need a middle class. There are steps to build a civilization into an advance one. It takes time. People in Africa do not lack food. It is distribution due to the lack of roads and infrastructure. China is not a babysitter. Some things have to be done by Africans . Dignity can only come when people do it themselves. China only helps out. If there are no cheap goods in the world...what are poor people going to be able to afford?

Training of engineers is another project, not necessary part of an infrastructure construction project. Otherwise it will take forever to complete especially if you have to train the engineers to design and construct. Infrastructure lifespan is actually a maintenance issue. Engineers can easily be trained to do this. Almost all aid giving nations will send their own consultants just to conceptualise what needs to be done. When the project is decided, a multi-national bank or a private investor may come in with the loan. That is when international tenderers come in but with the consultants from aid giving countries being the ones helping to pick the winners, obviously tenderers from these countries get the better chance of winning these tenders.

I think the reason why the US and Europe aren't joining in is, they're still stuck in the colonial mindset of plunder, we can see certain policies and laws enacted in Europe being used on a country like Ghana pushing them around, while China and various other countries while still pushing for more profits and benefits, are at least willing to negotiate with african nations on a more equal term.

Chinese in general (and perhaps like most people) look out for themselves and are sometimes not very good at camouflaging their self interest in their good acts. However you CAN deal with them and they will try to accommodate your interests. African countries have started asking China to educate their own people as part of a construction contract because they recognize that they can't let an entirely different race of people build and then control their infrastructure. To what extent and with how much quality the Chinese provide education is yet to be seen. They can be very half assed in their work when it doesn't directly influence their own gains they easily fall into the mindset that such an agreement would merely be a formality a symbol of partnership, something not to put too much effort into.

There are cases where a government required the workers hired to be local Africans, but the result is that the time it took was much longer and the cost was much higher due to language communication difficulties and different working styles. So if building infrastructure, it would be better to hire Chinese workers for efficiency. The sooner the infrastructure gets done, the quicker economic growth will set into motion.

It's a global market and China is out competing the West for Africa's business. Africa can not be like the Western world it has to be distinctly its own sovereignty respectfully, China has a better understanding of this then the West plus they seem to be less xenophobic and preditory than traditional Western investment ideologies.

To the west, africa is a dangerous and risky place for investment and just not worth the small profit they get. The only thing the western world is interested in africa is to exploit the natural resources such as oil, gold, diamonds, copper and other heavy metal deposits, the extractive industry. They just want to get them out of the ground, buy it dirt cheap and bring it to their native country where they can add value to it and make the end product sell for multiple times the extractive cost. The chinese is there in africa for the long haul. They want africa to succeed and progress because that means a bigger trade and investment for China. In the meantime, their chinese companies are also hauling ass in building thousands of big and small african infrastructures costing trillions of dollars.

Very interesting discussion, especially on providing training and working to local people, similar question also should why we bought high technology product like aerospace, high speed train or normal trans from develop countries, why we not given the opportunity learn , or makegiven opportunity to produce those items if we bought those things. It is unfair to says why the highway maker must teach or provide job for us if they selling highway. Of course we learn and everything by ourself. It itmay competitive or competent to make things that not between our realm for the moment, perhaps we believe we need certain infrastructutr for our nation by passing those learning curve, like we need iphonebefore we learn how to make iPhone, this will giveopportunities to use the tools for other advanced usage of using the tools.
