Both Iraq and the KSA still sell their oil in USDs which are then parked in US banks where the funds can be frozen or confiscated by the US gov't. The KSA however has begun to use other currency denominations for its oil sales but the vast majority of its oil is still sold in USD. The US has threatened the KSA in the past with freezing its holdings of USD if the KSA did not behave. After the beginning of the US war on Iraq, oil sales which had been denominated in EUROs were changed back to the USD by the US gov't which by then controlled Iraq and have remained in USD since. The US even tells Iraq what its USD might spent on if not in alignment with US wishes. So both countries are controlled by the US which is why the KSA has not, IMHO, joined BRICKS... it can't for fear of losing, as did Russia, its central bank assets.
