The best option is Mumbai but it's on the coast which isn't safe for a capital. From a defence perspective Delhi has an ideal place in the middle under the Himalayas. Delhi should remain as the capital the govt should just take drastic measures to counter the pollution like nuclear power as mentioned in the video. If that doesn't help then shift to Mumbai or Pune or Nagpur. Edit: typos
