The department has inbuilt bias, and in order for the department to stay alive and keep people employed, they need to justify their own existence by showing there's a problem that needs fixing *by them* . It's a serious problem, and it should be painfully obvious to anyone that this kind of setup is corrupt from the beginning. We have the same problem in science of researchers trying desperately to confirm their hypothesis so they can receive funding, so they fudge findings and manipulate data to show they were correct. At least the peer review system exists within the scientific world, but it really doesn't exist within government; at least, not in a way that is as effective. These hearings are the best pieces of peer review we have.
