As a small, non-aligned country with no nuclear weapons, Finland thought they had very little power to prevent a nuclear armageddon from happening, if the large superpowers started one. So, Finland decided to try to shelter the population from the possible effects instead. Building of civil shelters in large scale began in 1950's. This is a very different approach than what most countries had. An interesting fact about war and sheltering: during the winter war, in 1939, the Finnish government had several of their meetings in the vault of the National bank. (Suomen Pankki)

Take a drive on a highway to any direction from Helsinki. You will see that all highways go through middle of hills, not over. So there is high rock walls left and right to the highway between every few kilometers. In case it’s needed, those rock walls can be blown and the road is blocked fast.

Someone might've mentioned this but the wooden structures dividing storage spaces for tenants in the shelter are meant to be used as material for beds and whatnot if the shelter has to be used for longer than expected. Also, another thing someone might've mentioned, it's not a "bomb shelter" it's a "population shelter" (literal translation from 'väestönsuoja'. They're not just for bombs, they're also for larger chemical incidents etc.

@@LukeBland also some of the materiel on the storage is used to build x amount of lavatory rooms in case of emergency. The utility box has first aid gear, some gear for building stuff and breaking out of the shelter in case budings don't hold. Helmets gas masks rubber boots hazmat suits etc. There are dosemeters for radiation detection iodine pills and all kinda medical gear. The ventilation systems are pressure tested every 5 years or so and they should hold x amount of negative pressure in order to be as safe as possible in chemical etc attacks when the shelter needs to be airproof. All housing complexes have "government " who are responsible or have a named security officer in charge of making sure that the gear is in working order. If you are more interested then you could ask someone to show that. Prepping is real and now Finland was just appointed reserve prepping nation in EU as our strategies are like you said 100 years old. Atm there is no threat but then again threat always comes from the east...

I agree with you , Finland is ready ! I am an old reservits living winter time in Spain and summer in Finland near the Russian boarder in Ilomantsi , lake Koitere. Last time the Russian troops were panicking in Karelian forests in summer 1944. Very few returned home healthy from this wilderness hell.

In Finland air raid sirens (or population alarm sirens which they are called nowadays) are located all over in vastly populated areas. They are tested every first monday of the month at noon. A special test alarm is sounded for 7 seconds to ensure that the sirens are working. How is it in other countries?

There is no command from authorities/goverment atm to empty those shelters, but there is law what says that if goverment gives order to take shelters in use, they has to be emptied and make ready to use inside 72 hours timeframe.

Cool video! On the top of my head can say a few places that are bomb shelters, Itis swimming pool, Myllypuro Formula center (karting), Maunula sports center. I was surprised to learn that in my apartment building I have to go to the next building 50 meters away to find shelter. Basement storage in my building doesn't have enhanced safety.

@@samhartford8677 And they are maintained regularly, if they aren't, you get a hefty fine for neglecting the safety.. well the building owner does.. a bit like elevators, everything has to be checked regularly.. I live in my own house, but I know where my designated bomb shelter is, about 1km away.. (I have smaller ones along the way though, private/out of use, not maintained, but useful).. My shelter is used as a market square, a wine/cheese cellar, art exhibitions, concerts, a cafe, pop ups AND orienteering, (it's a huge maze).. and if you are not a local, you would have a hard time finding the doorway.. it's not as obvious as people think it should/might be..

@@LukeBland we have shelter for own whole block in our backyard. It's for like 8 apartment buildings so over 100 households. Part of it works as big storage like the one on your building. Then there's our neighborhood shelter less than 1km away from here.

I grew up in the 80s thinking these shelters existed mainly in case something like Chernobyl happens. War never seemed like a realistic possibility to me. The reconstruction era was something very massive, extraordinary and completely different from every other nation involved in WW2. We paid in full an equivalent of 4,36 billion dollars in war reparations by 1952, rehoused over 400 000 war refugees, created several new lines of production, changed our country from an agraricultural to heavy industry and later to information technology. All while building a modern welfare country system alongside the other Nordic countries unlike anything in written history.... ..when considering all this, it would be foolish if we wouldn't build safeguards to keep our society secured in the coming wars with our enemy nations, be them in what ever form or shape.

I will just answer to your topic as a person from Finland. No we are not, but we weren't prepared for Winter War either, nobody is ready in western countries to face what Ukraine is facing. But will we just roll over and let them come to us, NO. We are prepared for Russian attack maybe better than any other nation bordering Russia and our terrain helps us a lot with low amount of actual roads from our border to our country with every road having a bridge which is prepared to be destroyed instantly we feel Russia would invade us. So in the end answer is NO and YES =)

No, there has not been any order to prepare any bomb shelters, some places have prepared them for practice thanks to invasion of Ukraine by Orcs but law just mandates after a call is made those shelters need to be operational in 72 hours (3 days). Readiness shelters need to be in operational in 24 hours which are super rare outside of Helsinki.

Alexander I recognized our statehood under his rule and vowed to uphold the laws, a vow repeated by his descendants. Nikolai II didn't hold to his vow and his autocracy was protested. His removal vacated the position of our head of state and the powers that be acted accordingly with parliament taking power in the sovereign's stead and the provisional government was originally supposed to install a new one. He refused the throne when Germany lost against the Entente. During the Swedish empire, Finland was considered an "over there" foreign land, as they didn't succeed in assimilating us, even if they'd ever tried.

Those shelters in a block of flats aren't actually 100% bomb shelters. They will collapse if hit by a bomb or other explosive. They are designed to withstand the building itself collapsing on top of them.

Not true. The common underground shelters in the basements are S1 class bomb shelters that can take a 100 kN/m2 explosion load. They are designed against explosives. Not as heavy protection as in the large shelters carved in rock, but still quite good.

Technically those aren't bomb or air-raid shelters. They used to be called bomb shelter way back in past, but the name was changed at some point during the cold war. One reason for this was that they rarely if ever were equipped to be actual bomb shelters. Protection simply isn't enough, equipment isn't suitable and so forth. I don't think there's good translation for English currently, but it's something like civil protection shelter. Main purpose is to provide shelter in case of an accident related to hazardous materials, radioactive rain/smoke/fog/ash or gasses or some such. They can be used as bomb or air-raid shelter in worst case scenario, but again aren't really equipped for such. Mind you they aren't any less important either way. There's plenty of dangerous substances being delivered on highways every day. It takes only one lorry full of chlorine to tumble over for everyone nearby to have serious lung problems very, very soon in which case civil protection shelter is very, very important for everyone in predicted area of impact.

As per current (2011) legalese requirement, sure (no idea how much this changed between 90's and 2010, but 80's and earlier the shelters made couldn't take all that much hit at all). S1 classification would be 100kN and 300mm of reinfoced concrete on roof and surrounding walls which isn't all that much if we think about anything actually hitting the shelter. It's great for something hitting somewhere nearby though. How many apartment buildings or shopping centres do actually fit the current bill?

@@Tulah According to investigation from 2004: Shelters before 1954-58 are not fit for civil defense, shelters built between 1958-1971 are in satisfactory state and shelters after 1971 are in good shape. Current laws are based on laws from 1958. Oldest shelters lack proper ventilation equipment but work against shrapnel.

The shelters are for civils, who have no equipments or trainee at war situations, such as children and elders. They are not ment to use 24/7, but to use when we get example a air bomb warnings.

Soldiers on the front line have higher morale fighting knowing their family is decently protected even in case of missile / drone / chemical strikes on civilian targets. Such attacks on civilian targets have recently been seen a lot in Ukraine, as part of Russian war strategy. Maybe you don't win the war with bomb shelters, but they do help you not to lose what you are fighting the war for.

What was CGI? Everyone can see with their own eyes that there are a lot of shelters. Every slightly larger apartment building has its own shelter. In addition to this, there are public shelters. When Finland granted the first arms/support package to Ukraine.. Then Finland became part of the war .. that is, we are at war with Russia .. Finland has agreements from 1947 and Finland has now broken them..

Finland has not broken any agreements and besides that, those agreements from 1947 are no longer valid. It is Russia that is attacking like fasisctis in Ukraina and is making threats to finland. also russian trolls are trying to influence ordinary people. Russia is a terror state.
