How are you able to summon dragoon using the effect of albion with. Third eye n albion it self mine wont trigger

there's a bug if you play in Solo Mode .. Albion Can't Trigger to fusion into Dragoon.. I test it like a lot, only on Solo Mode Albion won't Trigger

Yeah it's a known bug atm. I'd assume konami is already working on it, since they're usually pretty quick with bug fixes though
