Yes if your baby born on Friday U will do aqeeqa in life on Thursday in any year And vice versa this for example

yes you can and must give aqiqa as soon as possible after 7th day. best to give on 7th. also anyone can give. Allah has made it easy for us Alhamdhulillah .
