Is Malta a city-state?

The Mediterranean island country of Malta is highly urbanised but does it deserve to be called a city-state?

Maybe its former government, the Knights of Malta* -- and why and how they're kind of a nation with no territory. They've been in Rome since France, and then Britain, took over Malta in the Napoleonic Wars. The order is sovereign rather like a country, and their headquarters buildings are extraterritorial kinda like an embassy. They formed during the Crusades to care for pilgrims going to and from the Holy Land. And as their full name* suggests, they've been based in a few different places since then. * officially (in English, at least) the Sovereign Military Hospitaller Order of Saint John of Jerusalem, of Rhodes and of Malta -- or the Sovereign Military Order of Malta (SMOM) for short.

Well a city state is defined as "a city that with it's surrounding territory forms an independent state". As Malta is 95% urbanized making up a single metropolitan area, it totally is a city state. I think the only reason Malta isn't referred to as a city state as often as say Singapore or Monaco is due to the metropolitan area and the state itself having different names. Other countries like the gulf states you mentioned are similar in that the cities and states have different names and therefore while in reality city states are not referred to as such.

Exactly! The s.c. different cities on Malta are basically just different neighborhoods. Malta is definitely a city state.
