Russia’s birth rate dropped by almost 11 per cent in 2017, to its lowest level in a decade.
But Putin has come up with a new way of rewarding its citizens while addressing its population problems - The Order of Parental Glory award which honours the country’s largest families.
Awarded to two large families (seven or more children) every year, it is the epitome of a Conservative, Nationalist, Russian ideal.
Some of the mothers at the ceremony have been pregnant on and off, for 20 years.
Rageh Omaar spends time with families with 7 or more children, one of which has been awarded the Order of Parental Glory - asking if this is Putin’s way of encouraging population growth and safeguarding Russia’s future.
