The war games on both sides operate on International waters without violating the sovereignty of any nation. The Cuban Missile Crises resolved when President Kennedy and the Soviet Premier began immediate “good faith” negotiations over the phone. The result was the U.S. agreed to remove its nuclear armed weapons from Turkey (Turkey joined NATO in 1952) in exchange for the Soviet Union doing the same in Cuba. The negotiation result was verbally agreed to and both sides honoured it because the U.S. and the Soviet Union both had too much loose by fighting. At this moment, (June 12, 2024) NATO navies are conducting war games in the Baltic, very close to Russia. Russia has countered by doing the same near Cuba. There’s been no suggestion or observation that Russia is deploying missiles or building Military bases in Cuba- so this is nothing like the Cuban Missile Crises.
