Seems to me like your USB-PD 20V mode is outputting only 19V. While that is at the very end of the 5% tolerance dictated by the specs, I do find that to be a little concerning. There is likely going to be another 1V voltage drop across the cable, so the final device will receive only about 18V.

Yes, each component in the system causes some voltage drop from resistance, including the devices measuring the voltage. The power supply there we chose at input seems to have some sag at 4.67A (in addition to the loss from measurement itself). We'll keep reporting numbers and testing as things go on.

@@Plugable So the 20V mode is just passed through to charged devices without any boosting? If I use a similar power supply with around 19V on its output port (which is still within USB-PD specs), together with a 2m USB-C cable to bring the power to the Plugable splitter's input port, and then I use another 2m cable from the Plugable splitter to my devices, the voltage on the final device's input port could be like 17V, well out of USB-PD 20V mode spec, despite the above configuration being according to the USB-C usage guidelines - nothing in the outlined configuration is illegal. Hence I suppose the splitter should do at least a small bit of active voltage boosting for the 20V mode instead of being completely passive. After all, the splitter lets me (users) create an effective 4m passive USB-C charging cable, which is illegal (max is 2m), so an active boosting is required to stay within specs.

The PS-10CC charger will renegotiate the priority charging as power becomes available while charging devices in order left to right. So it is expected to see the power "reset" (renegotiate) potentially several times depending on the type and number of devices attached. The charger does not continuously output power to all devices. As devices complete charging and the charger moves to the next port(s) inline that is to be charged, the previously charged ports go into standby for PD devices or are turned off completely for legacy non-PD devices.
