Aside from jokes, EU doesn't have a common foreign policy which means that even if some eu organ issues a statement it doesn't have actual influence to each member state, cause in foreign policy each is 100% sovereign. As for serious matter: there are a bunch of people living in poor conditions that are either refugees or the descendants of the refugees from western sahara who haven't been able to go back to what is for all intents and purposes their homeland. The EU has no interest in doing so. Western Sahara is their leverage when dealing with Morocco. The EU doesn't care about those people, human rights violations etc. Many conflicts could be resolved in the wink of an eye, but the sad reality is that it's often preferred to keep the issues alive.
