I think in terms of the timing, the timing is political: they're making "an example" of him so they have to do so at a point at which he is very visible which is why the timing is such as it is, so that it is newsworthy and it does effect people in a way that makes them engage, because a lot of ordinary people are paying attention to the newsstory because they were in the middle of enjoying Viewpoint (which was a very good drama, actually), wanted to see the last episode then it suddenly got pulled, and the cancellers are political activists and they want their demonstration to be noticed, because they want to start a society wide conversation because they are trying to make a point. The point they will be making now is nothing Noel did was out of the ordinary, it's widespread, it's "normalized" (that's one of their favourite words - which basically is the same as saying it is normal but the activists think it shouldn't be) and the culture has to change. Noel's career is just collatoral damage to them; it isn't even personal. It's by setting an example of him is supposed to act as a deterant to others. A lot of the cancelled during the first Me Too phenomenon (aside from Weinstein) weren't even noticed really unless you were following it. Noel was an ideal target, he'd just won a bafta, he had a serial stripped across the week on a mainstream TV channel, he had a new season of a Netflix series in the pipeline; he was the perfect target for a shock and awe strike, but the aim is not to correct his behaviour but to change society as a whole, because it is a political demonstration.

I don't think anyone reported John Barrowman to the police, unless you are privvy to another source, but it is the first I have heard of it that anyone reported him to the police. Noel Clarke and Elizabeth Sladen both mentioned Barrowman's tendency towards self-exposure in interviews and spoke about it as if it was amusing anecdotes. As far as I am aware no attempt to bring charges upon Barrowman were ever made.
