As someone who was in the Navy if you were towards the front of the ship near the bridge then I'm 90% sure that was a navigation light. My question would be if it was green at night then it was a navigation light. I'm also just going off of the housing because it looks more like what a light would be in. If it's not a navigation light then it could be some sort of motion, radar or lidar sensor. camera housings usually are more bulbous, will be contained within a special glass and not have any obstructions from the bottom which is why all cameras hang as to not have an obstruction from the housing. The way that's designed when it's tilted down you wouldn't be able to see the balcony.

Looks like a light. It has shielding to ensure it only shines outward away from the ship in a 90 or 170 degree cone.

That is a navigation aid. Red/Green depending on port or starboard. On a lot of cruises, you will see a mounted device on the ceiling of the balcony’s, usually in the corner looking down. And no, that is not a camera also, it is a heat/fire sensor - installed since the unfortunate balcony fire on I believe a Princess Cruise several years ago.

2 or 3 videos ago, I thought that might be a proximity sensor for things or people going over the side. Now that you hold a shot on it, it is definitely a navigational light, required by maritime law. Red on the port side and green on the starboard.

those cameras are for constnt video recording, yes this is used for navigation maundering, so if something goes overboard, they have a video, the other item is a side navigation light to give other ships an aid to decide what aspect angle the ship is at to give navigation clues to other ships in who has the right of way

When I look at the pictures you took, it looks like a housing for some type of light. It's possibly only used when it's foggy and colored red or green to denote the port or starboard side.

Any vessel at sea is required to have the navigation lights on from dusk to dawn, not just in fog or other obscured conditions. That includes a white light at the highest point on the vessel, forward, and a white stern light. That gives other ships an idea of how large the ship is and which direction it is going. The forward light must be visible for 5 nautical miles and the other lights for 2 nm.
