It's not a 100% tax, it's the removal of the tax breaks. So non-EU non residents will have to pay 100% OF taxes, without the breaks they currently get.

@@shangyien there are too many empty properties already, the problem is not the foreign buyers its the spanish owners wanting too much rent based on previous ridiculous regulations brought in the last 2 years, another knee jerk plan not thought out at all 🤦‍♂️

Maybe they could bring this in in areas where housing stock is low such as Madrid, Barcelona, Mallorca etc but it doesn’t make much sense to bring this tax in on property in rural areas where there is an abundance of land and where few people live.

@@114jt 100% agree. We owned a property on Costa Blanca many years ago - late 90’s. Sold it after 7 years because I did not like the way the area was being developed. Bought a house about 60 kilometres inland from Valencia. For the price of a 2 bedroom on a complex on the coast, we got a 4 bed with large gardens and pool with Mountain View’s. BUT, whilst we made a huge profit on the coastal property, we struggled to sell the rural property and after 18 years of ownership lost money on it. It’s a totally different world quite frankly. All this talk of price speculation only applies to a certain coastal areas plus Madrid. In fact Spanish government needs to start thinking about grants and inducements to get people to buy property inland.

I think it’s a great idea. I’m moving to Spain this year and will be happy to find a home to live in. All of these speculators eat up the housing and then people who want to live and work in the cities can’t find a place.

They could accomplish the same end by nit charging 100 percent tax and only require buyers to live in their purchased homes for at least five years as s primary residence.

By the number of comments, I see I am late to the discussion of housing. 🙂It is a very complex problem, indeed, and many have already commented much of it and proposed good solutions here. What I see living in Spain, and knowing the general political context, is that the government is improvising again with populistic measures I personally don't buy, but others will (the context is that the government is desperate to distract us from its corruption cases galore). Of course, they love the word TAX and not the word INCENTIVE. Incentives for renting empty houses by: paying less taxes on rentals and enforcing security against squatters (0 talk about this from the government). Prices would behave less crazily too.

It may look like it. One thing for sure, my dad who left Spain in 1960 isn’t coming back, he’s sick, and my mom that has properties in Spain, won’t go back because she’s too old and must take care of my sick dad. As for me, and my sisters we are at our late 40’s and I’m going to 55!! I can’t take my retirement yet but looking to live the end of days in a warm part In Spain seems harder and harder to attain!

Given that Sanchez is surrounded by corruption issues I think this is a smoke screen to keep the attention off his issues and gain favour with the Spanish. It also needs to get through parliament which is a big ask. They need to sort the protections out for squatters then landlords will start renting out long term again. At the moment the only safe bet for landlords is holiday homes

By the time each of my two sons took their UK practical driving tests in a small "manual" transmission car, they had each logged between 250 hours and 350 hours of real world driving with me. In both cases the UK examiner said that he could truly tell that they knew how to actually drive in the real world (as opposed to just having the ability to pass the test). Neither had a single lesson with a professional instructor. However I did take my role as "instructor" very seriously and fully prepared for the role. There are also some very good UK instructors to learn from on KZbin!

We bought an apartment in Spain to spend some ten plus weeks a year in it. I am sure many others did the same. Nothing to do with speculation and we are obviously spending money when there.

To put this in perspective. When i arrived in Barcelona 12 years ago, a cheap small flat was 250€s to rent PM with minimum wage 950-1050€s . Now you cannot find a flat for 1000€s and the minimum wage is 1,100 per month. Add to this rising bills, food, its become unsustainable for average/poor families to live here.. i know people who are leaving and questioning quality of life here in Barcelona. Tragically, i know one low income family who will be homeless soon(rental flat has been sold to developer who will evict and double price of rent

I beleive that the 100% Tax story is being misinterpreted. I beleive that this actually means that non-resident property owners would have to pay 100% of the property taxes due, instead of receiving a discount as currently happens. It does not mean they have to pay 100% of their property value as tax. Also, it would not apply to people who are moving to Spain to ive and have an appropriate visa.

@@itsecman At the present moment , so called "luxury tax" is 75%. Quite literally if you own a residential real estate that is not your primary place to live and you are not able to use some exemption hou own 75% annual tax on the value. In example if you own a hause for 10 milion you need to pay 7,5 milion in tax on it every year. Of course there are legal ways to avoid it. It will be the same for the new tax, 100% but with options allowing not to be paid...

Same old story who owns the majority of the land for building in Spain or Portugal-- Spanish or Portuguese people they dictate the land price if greed out prices the locals its hardly the fault of us foreigners. Down to governments not raising basic wages to liable standards.

Assessing a 100% tax to purchase a home for non-EU citizens is bullsh1t! Non-EU Foreigners buying homes is not the cause of the rise in property prices--the fault lies with the property developers and sellers. And for the high rents, that is the fault of the property owner..not the “evil” foreigners. Properties in small towns and villages are super cheap. Spaniards can buy a cheap property if they are willing to commute for their job or open a business in a small town. My wife has family who live in Barcelona. I was planning on visiting in February to look for a nice home in one of the many small towns/villages in the €40-70k range. The home would be our future home after my wife retired from her job here in the US. And, my brother-in-law, who is a Spanish citizen would live there and maintain the property until we move thru Spain.

That's the thing. No one is thinking about the location. We bought in a an area that has a high percentage of empty buildings. People are leaving this village en masse. We are not taking property from the Spanish -- we are bringing money to the village. Of course, this is much different in bigger cities.

It’s not the property owner who sets the price, it’s the market (unless the owner decides to be peculiarly charitable and rent for less than the market rate).

@mr-vet yes I totally agree with your comment. I have friends that live outside Malaga, and they are in the property market, and I've been looking at properties, inland about 45-minute drive away, and you can pick properties at a reasonable price like you say.

We bought a house in December 2022, and moved to Spain officially in June 2023, thus we are resident for the whole of 2023. This new tax would penalise people who are in transition before fully moving and becoming resident. We did pay 16 days of non resident tax for December 2022 at 8 euros each! What this will do is explode the rental market even more.

In Denmark, they managed to make housing relatively more affordable to residents with a few measures: 1) housing units are classified as either residence or holiday units depending on location, services, etc. 2) you can only buy a residence house/apartment if you have (or once had) established a genuine residence in the country. This rule applies to everyone regardless of their nationality. Even a Danish national who has never lived in Denmark cannot buy a house there. 3) you are not allowed to have an empty house. Period. You either live there or rent it out. 4) short-term rentals (e.g., airbnb) are limited to a certain number of weeks per year. If Spain implements similar measures, it can help a lot. Having said so, I think the root cause is that constructing new houses is difficult due to regulations and the global financial situation (rising interest rates). Here, governments can play a significant role in mitigating that with incentives. What the Spanish government is proposing on making it more difficult for non-EU citizens to buy hoses won't have a significant effect, if any.

Interesting on the Spanish property tax hike for non residents. Planning has just been approved here for 23 villas with a touristic license only - not for full-time residence. I guess that is gonna come to a screeching halt.

They also want to have 3 students in the car for a lesson, with each of them taking turns to drive. Meaning that they only get to physically practice driving for a third of the 1 or 2 hour lesson they are paying for. It doesn't always happen but is still quite common.

1. There is a housing crisis in Spain partly caused by speculative property purchases, second homes, AIRBnB lets etc, especially in high volume tourist areas. Barcelona is a prime example. 2. Take the example of Majorca. A substantial number of second home properties there are empty for significant parts the year. On an early season visit to the Manacor area I hiked through former villages that were like ghost towns. The same pertains in resort areas near where I live in southern Catalonia. 3.The consequences for local people and especially workers are severe. In Majorca and Ibiza some workers are living cars because accommodation has been priced beyond their means. Among other things this has caused a recruitment problem. 4. Pedro Sanchez would be a fool if he didn't seek a solution to this problem. This "up to 100% " property tax is one prong of a possible solution. It does not target property purchases for similar motives from within the EU such as the Netherlands, which is arguably a greater issue. 5. It does not affect, for example, retired UK immigrants taking up long term residence in Spain via Non Lucrative Visas. 6. A pity for those non Spanish with hearts set on a property for winter or summer breaks, especially for Brits already penalised post Brexit by their fellow voters, but related social and economic problems urgently need to be addressed. So I'm in favour. A pity too, that successive UK governments, including the present one, haven't been politically willing to tackle similar housing issues in my home county of Cornwall, which I would have loved to retire to, but where I cannot now afford to live.

My fear for Spain(in my case local Catalans in Barcelona), “Normal low paid working people” (in uk we call these Working class )are really struggling to survive for basics. I know two homeless people now working and living here in their car!!! The cost of living in Spain is exploding, while wages are not..

Again, in Spain is LEGAL at the present moment to learn to drive without driving school. The exam should be in a proper vehicle with the required for such exam modifications.

I am pretty sure it's illegal to drive without a license. It's legal to do you exam without a driving school as long as the vehicle complies. That's not the same as "learning to drive".

@@EddyBlacks Well, I am sure I do NOT need driving licence in order to drive a car. I think you should learn the diference between public roads and haw you can use them legaly and a separate proces of learning to drive. So ass I have alredy explained THE LAW in Spain does NOT prevent you to learn to drive by youself IT IS LEGAL to learn to drive withaot using the servises of driving school. Tha law alowes the exam for driving license to be requested by any person since that person provides a vihical for the exam according to the regulations about exam vehicle.

Probably but as EU citizens they have more rights in Spain than non-EU citizens so its trickier to impose a specific tax against them

Correct, it’s non the non-EU people that are the problem, it’s everyone, including Spaniards. Because of the housing situation anyone with money buys property, mostly for short term rent, which is most lucrative. Also, lots of EU citizens with money buys property and then only live in it a few months a year. I estimate that in my small coastal town about 30% of all properties are permanently unoccupied, creating a shortage for locals and foreign residents alike.

It Is no different to the UK. Foreigners buying up property here, rents at ridiculous prices with people not even earning that amount. Our children have to live longer with their parents because they can't afford to buy let alone rent. With the way Spain treated their tourists this year and now wanting to tax them, they better be careful as nobody will bother with Spain and their economy will hit rock bottom.

Buying in the Uk as an overseas buyer has a surcharge in stamp duty fees. That would be a fair approach to Spain.

I can't say as I would blame the government for doing this if it goes through. Housing shortage here in Canada and wish our govt would do this. We were aiming to retire in Spain, so this would suck, but understandable that Spain needs to look out for its own citizens first.

It's happening everywhere. It's been going on in the U.K for decades. The U.K is for sale to any scumbag with money. London has been sold out to rich Russians, Chinese, Middle Eastern wishing to money launder and anyone else until it's unaffordable to locals unless they inherit a property worth a fortune. I think Sanchez is not dealing with the same sort of thing.

FYI Non residents can not purchase a home here in Canada right now. The Government of Canada passed the Prohibition on the Purchase of Residential Property by Non-Canadians Act in its 2022 budget in June. It was supposed to stop this month but was extended until January 2027.

I agree with short-term rentals stopping. Visitors can stay in hotels or B&B’s. Buy a place if you’re going to be living there full time.

Hi Stuart, Thanks, as always, for your show. This 100% tax makes me think of my company. We have plants in Spain, and i would love to move there with the intent of being a law-abiding citizen. I would pay for my way over there, bring my family, and work and pay taxes. Unfortunately, that isn't enough. I see lots of EU countries letting in lots of criminals and people who will not embrace the local culture. It doesn't make sense to me.

If you're resident you won't be paying the tax. The idea is to stop people buying property and not living/letting it. If you're here and working and paying tax, you're not part of the problem.

A 100% tax will have the opposite effect of what they want. The builders and developers depend upon sales to Brits and other non EU of their new builds. This tax kills both the sales and further building. Why build when the average Spaniard won't pay or afford the new housing.

As usual, good job stu. The GV offers the ability to buy, get visa, and the flaw is allowing the buyer to not reside in the property. Make it so buyers must reside in the property. It’s avoids speculation incentives. € 17 billion? Use the income to build affordable housing and to help the locals. What else is the money for, if not to serve the needs of spanish citizens?

I do not have an issue taxing or preventing corporations from buying housing and perhaps limiting the number of units a non-resident can purchase. I was thinking of buying a small apartment and living part-time, but I guess that idea is gone.

Actually corporations will be exempt so set up a company there and buy your house through that! It won't get through anyway, none of the headline grabbing policies do

Thanks for clarifying the 100% tax scheme. So, if I buy it to live in it, not a problem as I'd be a resident. But I don't want to be on the Mediterranean coast July and August, so the option to rent it out would be nice.

I think Sanchez’s attempt at being seen to solve the housing crisis would be more credible if there was also an attempt made to aid the many Spanish citizens who currently can’t access their own main residences due to the outrageous squatters’ rights, despite being forced to pay mortgages, water, gas etc.

Whatever the actual nature of this proposal, there is very little chance that Sanchez can apply this. Property tax is decided by the autonomous regional government. If we just consider the Costas of Valencia, Murcia and Andalucia, these are run by the PP and they will never go along with this.

Better allow real estate buying ONLY for residents (citizenship does not matter), like we have here on Archipelago Åland (Finland).

Anyone who dismisses the detrimental impact from foreign buyers because they only purchase small numbers fails to understand how house prices are set. House prices are set through comparable house sale. If only a few homes are sold to foreigners it resets a whole neighborhood's houses higher. So it only takes a small number of foreigners to jack up house prices to unaffordable levels for locals. The government should allow foreigners to buy who will add to housing stock by building a new house or apartment. Or allow buying in towns and villages that are facing depopulation.

Hi Stuart not sure taxing roughly 5% of all property sales in Spain that go to non EU citizens. Also I question if many of these properties will be suitable for locals?

While I would have been heartbroken by this if I were trying to buy a house now, I do agree that outside cash buyers in a desirable area do tend to make housing costs spiral out of control. I live in Miami Beach and it's exactly what's happened here. None but the very wealthy can afford to buy. However, this won't help. As temperatures rise, the north of Spain will start to be more desirable and many Sapnish citizens from Madrid and other large southern cities will start eyeing the moderate temperatures and decreasing rain days in Bilbao, Oviedo, etc and start doing the same. What are they going to do then?

Sanchez is a grandstanding clown. How would convincing American, Canadians, South Americans and other foreign buyers to buy in Portugal instead, help the Spanish housing crisis? Because doubling property prices for the buyers most able to buy properties in Spain makes soooooo much sense!😂😂😂😂😂😂

Mr Sanchez has caused some panic hasn’t he! Interestingly the leaders in the Valencian Community ( and other Mediterranean autonomous communities) seem to be proposing a very different approach, positively encouraging foreign investors ( reported in Alicante Today). I have some empathy, but the housing crisis is not unique to Spain - in the U.K. many young people are struggling to find affordable homes to rent or buy. I think Mr Sanchez has made some incorrect assumptions and I don’t believe his proposals will be an effective solution to the housing crisis There are many people like my husband and I who have invested in a holiday home in Villamartin ( Alicante) - we don’t rent it out and don’t intend to sell anytime soon. We are not speculators, It’s part of our retirement plan for ourselves and our family to enjoy the Spanish culture, food and weather. When the 90 day post Brexit rule allows us to be in Spain, we shop and eat out locally and have made other purchases such as a car, so feel, together with our taxes we contribute well to our local area. (Estamos aprendiendo espanol 👍) Clearly Mr Sanchez needs to build or buy more affordable houses and stop politicking - there seems to be no shortage of land, cranes, or even empty houses.

The more I hear about Sanchez the more I think he’s not up to the job. My question is, what are the percentages of EU buyers vs the non EU buyers? I’d like he’s trying to blame others for he’s shortcomings. Maybe is time to build more apartments that only can be bought by locals and when I say locals I mean natural born Spaniards.

According to INE, the National Statistics Institute, estimated that there were 3.8 million empty dwellings in Spain. So it is all smoke and mirrors. People complain they cannot live in the middle of Barcelona but that is caused by a huge influx of high-tech workers; I do have a property there. The Spanish problem is the lack of well educated young people, hence the huge youth unemployment, which cannot afford to buy in a cool place; you don't get something for nothing.

Interesting.. thanks.. Not everyone can be highly educated and highly skilled. Remember, society also needs cleaners, waiters and labourers. Every city has its diversity and local working people deserve a minimum working & living standard to serve and contribute to society

An absolute ridiculous idea putting 100% tax on new purchases how ridiculous😡 I bought my property 10 years ago and I've been putting money back into the Spanish economy and of course I pay non-resident tax.
