Considering that Force = weight*(speed/time^2) Yes, time under tension increases mechanical tension, indirectly improving an exercise stimulus.

Well actually the formula you're quoting would imply that force DECREASES by a factor of time squared, ie less time = more force. Not necessarily saying your point is incorrect, just that the equation you quoted doesn't support it

That’s not even the correct formula 😂 the correct formula is Force = weight * (distance / (time^2)). Based on the formula, if you double the time you will 1/4th the force, assuming weight stays constant. Increasing time under tension is only 1 type of mechanical stimuli. I think it definitely helps with mind-muscle connection to eventually get to smooth power output throughout the movement (aka tempo training). But if your trying to increase max power output then you need to DECREASE time under tension (aka peak force training). Personally I do both since the benefits will stack.

TUT absolutely makes sense to me if you are trying to work the stabilizing muscles which are skipped by momentum both directions without TUT.

a very slow eccentric causes your muscles to fatigue do you can't do as many reps. more reps is the priority. a slow eccentric of 2-4 seconds is best.

Which means you need to be training for both time under tension and peak power output. This means that you should emphasize high time under tension (aka mind-muscle connection or tempo training) and emphasize low time under tension (aka peak power output). Emphasize these 2 things in the motions that you perform and you will gain the benefits of both. Even better is the fact that these 2 benefits will stack. You make very fast progress when you incorporate both these things into your movements. And no I’m not just talking about newbie gains, I’m talking about even months well after you’ve gotten past newbie gains.

IMO, it's hard to judge how much mechanical tension you need for hypertrophy, if the driver is slow eccentric or failure. doesn't really gauge if you reached hypertrophy or not. same goes for volume.

I thought time under tension refers more to range of motion per rep and not actually the time it takes to complete the rep.

How can we use slowing down the eccentric in a measurable way for progressive overload to prevent variation between sets?

In my opinion, keep it constant. Say "for this exercise, each eccentric will be x seconds". Then do progressive overload from there in regards to volume, not time. More reps, higher weight over time, etc. I wouldn't overcomplicate it personally.
