For my last monitor, I repaired it after serving 10+ years of use. I just used capacitors I had laying around. A little over a year after that repair the monitor started shutting off after two seconds due to backlight/CCFL failure. I couldn't find any backlights for sale that were cheap. In that case it was worth using second hand capacitors.

Yes, the voltage rating is the maximum the capacitor can take, so it can go higher for voltage but not lower.

The capacitance of electrolytes is only to a very small degree voltage dependent, and ceramcs aren't as bad wrt. voltage bias dependence any more, like NP0, compared to the old Y5V which is Super bad :p
