He'd known his whole life the weight of his true identity and tried so hard to escape it, but he knows it's huge. As much as him using his mother's name was a tribute to her, it was also protection for his own life not to use Roger's name. Don't forget that in Impel Down, he asked Garp to kill him, to stop Whitebeard from coming to get him. But also don't misunderstand that this was all Ace's fault. Ace could have done the same thing and it wouldn't have been any big deal if not for who he is, who his father is. If the world govt and the navy were not an oppressive, genocidal, murderous regime, this would not be happening.

So..Oda actually made the decision to make Ace Roger's son literally, like, way too close to the actual reveal. He just asked his editor, "What would you think if I made Ace Roger's son instead?" the editor thought it was genius, and Oda went with it. Technically Ace was Luffy's biological brother for almost his entire existence in the series, probably up to the end of Impel Down.

Actually no oda changed his mind about making ace actually be blood related to luffy by the time of ennies lobby. It's true that Oda's original idea was for luffy, ace and sabo to all be sons of dragon but from different mothers but he changed his mind. That's why ace wasn't shown along with luffy, dragon and garp in "the strongest family"

If you really think about it, the Marines don't actually WANT to go to war with Whitebeard. Blackbeard forced their hand by handing in the one Whitebeard Pirate that happened to be the son of the Pirate King.
