This is due to the fact that in Dragon Ball Super episode 69, Senbei pulls out the original Dr. Slump manga and refers to how the events of said manga are canon to them. Arale herself recognized Goku, thus solidifying the events of their meeting each other in Dragon Ball. Moreover, in Dragon Ball Manga Chapter 81, Senbei states that it had been a while since he had appeared in Shonen Jump, this statement would only make sense if he was referring to the events of Dr. Slump. Which is the only time he appeared in a Shonen Jump manga, prior to Dragon Ball. Thus proving the events of Dr. Slump are canon to Dragon Ball.

Ariale is the main character of Toriyama's gag manga called Dr. Slump tgat was made before Dragon Ball. In the Red Ribbon Army arc (General Blue Saga) Goku landed in Ariale's hometown of Penguin Village while chasing Blue for his Dragon Balls. This when he was still a kid.

The thing is when goku originally met her he was a gag manga character too but as Dragon ball became a shonen he lost some of those abilities such as breathing in space instantly learning any technique shown to him etc. Though he was never this level since the first couple arches of og were more about absurdity and jokes about Roshi belonging on a watch list.

The Home For Infinite Losers (HFIL) is the dub's verion of Hell because they didn't want Hell to be in their sunday morning anime. Team Four Star makes a lot of jokes about HFIL even creating a spin-off series set there. Also Arale is not from og Dragon Ball but from Dr Slump - Akira Toriyama's series that predates Dragon Ball.

Dr. Slump was Toriyama's manga before Dragon Ball, and it was absolutely unhinged. Although it was a gag manga directes to kids, since it was from 80's japan, it was absolutely not afraid of playing witb adult or taboo themes, they didn't give a shit. So in the end, the manga / show nowadays feels like too inappropriate for kids, but also it is kinda childish for adults, so it's in this weird limbo. Well, I say too childish for adults, but its not like you can't watch it, it'd just be like watching a saturday morning cartoon, but then you'd see a 6yo looking robot girl saying she wants rocket boobs

HFIL is from the original Funimation English dub because they had a tendency to censor a lot of things back then. As such, they changed HELL to HFIL (You can see how they could easily edit that) and made it stand for Home For Infinite Losers. If you're curious Ishinobi with Arale cause here's something funny to know about: First off aside with her being broken in terms of damage she can produce here is the real reality of her being broken cause in the video game dbz budokai tenkachi 3 there is a SS7 mod of Vegeta that is actually Arale where her ultimate move doesn't even work and if you try to transform that mod into SS8 Vegeta the game itself will automatically crash. So her being broken is not only this show's reality but also in that specifc video game reality. Thought you should know that little detail cause it's a funny thing to know about her.

Yeah I don’t know if I would classify this as filler since it directly references the original crossover from OG Dragon Ball and doesn’t contradict anything before or after the episode. I think I would classify it as an anime canon special episode since the DBS manga and anime are two separate continuities. Plus it’s pretty on point for a Dr. Slump crossover so the rules can be bent while those characters are here and then go back to normal as soon as they leave and it makes perfect sense
