No it has to ISB as Islamabad does have some special routes such as Virgin Atlantic to LHR and MAN and BA to LGW. Also I think China Southern operates there.

Qantas was charters for Australia cricket and diplomatic charter. They don’t do passenger service to ISB. China Southern is passenger, you’re correct.
